Shanghai’s new round of master planning clearly includes the southern part of Baoshan District into the main urban area, creating a sub-center of Wusong City, and jointly playing the core function of a global city. As an important part of Shanghai Central City, Wusong Innovation City is the main starting point for the development and construction of Wusong City Sub-center. Accelerating the functional transformation and quality improvement of Wusong Innovation City is not only an urgent need for the transformation and development of Shanghai and Baoshan, but also represented by Baosteel Group for the self-development demands of traditional manufacturing enterprises. Under the dual drive of steel overcapacity and resource and environmental pressure, actively seeking transformation has become the key to the future development of the Wusong Innovation City Baosteel region. According to Baosteel’s “13th Five-Year Plan” requirements, Baosteel’s stainless steel plots and special steel plots will be gradually suspended for transformation. In order to better connect with the development blueprint of the whole city and the Baoshan area, and further enhance the development orientation of the plot, this research work on the planning of the stainless steel area was launched, to make suggestions for the transformation and development of the area, and to lay a research foundation for the promotion of the next stage of the project. The overall urban design aims to study the overall positioning of the project from the overall level, study the development strategy and development mode of the urban area, and explore the feasible path for the transformation of the industrial area to the functional complex urban area. The design focused on functional positioning planning, development scale locking, open space system construction, line of sight corridors and signposting, placement of public service facilities, optimization of road traffic systems, utilization of underground space, protection of historical features, etc. On the basis of the overall urban design, the urban design plan of about 3 square kilometers is refined, focusing on the architectural form, the shaping of the block environment, the design of the iconic nodes, the utilization of the style and features, and the open space landscape.
